Scott Gessay
Chief Executive Officer
As one of FGM’s founders, and as Chief Executive Officer and President, Scott Gessay guides the long-term direction of FGM’s business, develops business strategy, manages the organization, and directs the corporate management team. Mr. Gessay leads company-wide business operations and is responsible for business performance, customer relations, and resource allocation. He is also responsible for developing FGM’s financial strategy while overseeing financial, contractual, legal, and procurement operations.
Mr. Gessay has over 20 years of executive experience and his vision and energy have propelled FGM from a small business to an information technology leader. Under Mr. Gessay’s stewardship, FGM has been recognized both locally and nationally for its work environment, technical achievements, and revenue growth. He serves on the Board of Directors for Northern Virginia Family Service and is Chairman of the Executive Advisory Council for James Madison University’s College of Integrated Science and Technology. He is also a member of the Armed Forces Communications and Electronics Association (AFCEA) and the National Defense Industrial Association (NDIA). Mr. Gessay has also served as Chairman for the Dulles Regional Chamber of Commerce. Mr. Gessay received a B.S. in Mathematics from James Madison University in 1981, and an M.S. in Electrical Engineering from George Washington University in 1988.
Larry Chang
Chief Operating Officer
Larry Chang currently serves as FGM’s Chief Operating Officer. In this capacity Mr. Chang is responsible for marshaling corporate resources to the most productive uses with the aim of creating maximum value for the company's stakeholders, developing and cascading FGM's strategy/mission statement to the entire staff, prioritizing customer, employee and organizational requirements, maintaining and monitoring staffing levels and driving performance measures for the entire operation.
Prior to this Mr. Chang served as FGM’s Vice President for the Advanced Solutions Division, which focused on delivering security, cyber warfare, and network communications solutions to the U.S. intelligence community, DOD, and law enforcement. Mr. Chang’s integrity and unwavering customer focus has earned him industry-wide recognition and enabled him to develop long-standing relationships within the U.S. Government intelligence community.
Previous to working for FGM, Mr. Chang was the President and CEO of Edge Technologies, a leading content security and data visualization information technology company. He co-founded Edge in 1993 with a focus on the government and commercial communications, telecommunications, and network security markets. Mr. Chang was also a project manager at GTE Government Systems where he managed an engineering team that completed development of a complex network monitoring and management system, still in operation today. He has captivated audiences while speaking at multiple technology forums, U.S. Government agencies, and trade associations and has also appeared on CNN-FN. Mr. Chang has served as a panelist alongside other industry leaders that include one of the “Fathers of the Internet,” Dr. Vint Cerf, former Secretary of Defense Casper Weinberger, and U.S. Congressman Tom Davis. Mr. Chang holds a B.S. in Aerospace Engineering from Virginia Tech and an M.B.A. from George Mason University.
Morgan Fowle
Vice President, National Security Solutions
As Vice President of FGM’s National Security Solutions Division, Morgan Fowle leads FGM’s portfolio of programs focused on the Intelligence Community (IC), the Information Operations (IO)/Cyber-Security (CS) Community, the Department of State (DoS), Homeland Security (HLS), and the International Humanitarian Demining Community. Mr. Fowle has 22 years of professional experience in the Information Security and Information Technology fields.
Earlier in his career, Mr. Fowle was the Executive Vice President of Aspiration Software where he managed strategic planning, business development, and business operations management activities. He was a Senior Associate of the Global Security and Assurance and Resilience teams at Booz Allen Hamilton, and led the Information Technology, Information Security/Information Assurance and Chief Information Officer programs for the National Geospatial Intelligence Agency (NGA) and other clients in the intelligence community. In addition, he was previously a business development and program manager at Raytheon Technical Services and Hughes Technical Services Companies. There, his work focused on delivering a variety of IT, InfoSec, and operations/management support services. Mr. Fowle holds a variety of IT and IA/Cyber certifications, and has earned a B.S. in Civil Engineering from the University of Maryland, College Park and served as president of the UMD Chapter of Chi Epsilon, a National Civil Engineering Honor Society.
Joseph J. Pantella, IV
Vice President, Enterprise Solutions Division
Joe Pantella serves as Vice President of FGM’s Enterprise Solutions Division, which supports major programs with the Defense Information Systems Agency (DISA), the Defense Logistics Agency (DLA), and other Department of Defense (DoD) clients. Mr. Pantella is responsible for defense-related operations including budget, resource and program management, and planning. His experience ranges from system architecture, software de sign and development, to project and program management. His software development experience comprises the full software development lifecycle in accordance with DoD specifications, including the transition of client-server applications to net-centric capabilities. He is a frequent presenter of net-centric capabilities at nationwide technical forums and frequently participates on turnkey technical committees. Mr. Pantella has also been involved with working groups promoting the adoption and understanding of Service Oriented Architecture and net-centric strategies.
Mr. Pantella is a graduate of the Emerging Leaders Institute (2008) and continues to volunteer his time to provide mentoring opportunities to young professionals. He is also a member of the Project Management Institute and received his Project Management Professional (PMP) certification in 2008. Mr. Pantella graduated with from Pennsylvania State University where he achieved a B.A. in Political Science, with minors in English and Philosophy. Mr. Pantella also holds a Master’s Degree in Computer Science from John’s Hopkins University.
Dr. Jackie Lawrence
Senior Vice President, Chief Scientist
Jackie Lawrence serves as FGM's Chief Scientist and is a senior member of FGM's corporate management team. At the corporate level, Dr. Lawrence provides technical expertise for identifying and pursuing strategic technology-oriented initiatives across all of FGM's lines of business. He has more than 29 years of experience in all aspects of the software lifecycle ranging from requirements generation to design, implementation, and fielding. As the author of the Defense Information Systems Agency (DISA) Common Operating Environment (COE) Integration and Runtime Specification (I&RTS), Dr. Lawrence is an acknowledged expert in the COE and the Common Operational Picture (COP). Prior to joining FGM, Dr. Lawrence was Vice President and Technical Director for INRI (now part of Northrop Grumman). He supported US Navy C2 systems onsite in the Persian Gulf during the Gulf War and during various military operations throughout the 1990s. He is one of the original inventors and architects of the COE concept, and was a key contributor to the development and deployment of DISA's Global Command and Control System (GCCS), the US Navy's Global Command and Control System-Maritime (GCCS-M), and DISA's Net-Centric Enterprise Services (NCES) products and strategies.
Dr. Lawrence began his professional career as a university professor in mathematics and computer science, and then joined General Electric where he worked in the areas of robotics and computer vision for industrial automation. He conducted research in artificial intelligence and related disciplines for military applications for the Unisys Corporation, and conducted research in computer security and artificial intelligence for PRC (now part of Northrop Grumman). A Kentucky native, Dr. Lawrence received his BA degree in mathematics from Western Kentucky University where he graduated summa cum laude and received the Scholar of the University and Scholar of Ogden College awards. He received his masters and doctoral degrees in computer science from the University of Missouri-Rolla.
Chas Sumser
Senior Vice President, Human Resources
Chas Sumser serves as Senior Vice President of Human Resources and has oversight responsibility for employee-focused functions including administration, human resources, and facilities management. Mr. Sumser is also responsible for the planning and implementation of FGM’s “strategic development” focus encompassing performance management, organizational development, training, leadership development, and employee career development. Prior to joining FGM, Mr. Sumser worked for the IBM Corporation where he was responsible for managing a group of systems analysts in supporting data management operations at the CIA. Prior to his management assignment, he was the technical lead for a classified software development program.
Mr. Sumser’s first job was as a software developer for DBA Systems, Inc., a small software engineering company specializing in photogrammetry. At DBA, Mr. Sumser supported numerous NASA programs. Mr. Sumser is a 2004 graduate of Leadership Fairfax, Inc. and holds a Senior Professional in Human Resources (SPHR) certification from the Society for Human Resource Management (SHRM). He serves on the board of directors for the Dulles SHRM chapter, is on the advisory board for the NOVA/Dulles SHRM peer mentoring program, and is a member of the advisory committee for the Northern Virginia Family Service (NVFS) CARE awards program. Mr. Sumser earned his BA degree in mathematics from the College of William and Mary in Virginia in 1980. In 1983, he completed his MS degree in computer science at the GWC Whiting School of Engineering, Johns Hopkins University.
Mark Procaccini
Vice President, Contracts
With over 15 years of government and commercial contracting experience, Mark Procaccini serves as Vice President of Contracts and Pricing and is responsible for overseeing all contractual and legal functions within the company. As a member of FGM's Corporate Management Team (CMT), Mr. Procaccini is actively involved in strategic planning and corporate policy development. Prior to joining FGM in early 2004, Mr. Procaccini led the contracts group that supported the Special Operations/Intelligence Division at L-3 Communications GSI. He managed contracts and proposal operations for this $120 million group, supporting all major US intelligence agencies.
In addition, Mr. Procaccini previously served in leadership roles within the contracts groups of Metron Scientific Consultants and Northrop Grumman IT (formerly Litton PRC). Mr. Procaccini is an active member of the National Contracts Management Association (NCMA) and the Northern Virginia AFCEA chapter. He holds a B.S. in Business Administration from University of North Carolina at Greensboro, and is working towards a Masters in Government Contracting from George Washington University.
