As Senior Vice President, Human Resources, Mr. Sumser has oversight responsibility for employee-focused functions including administration, human resources, and facilities management. He is also responsible for the planning and implementation of FGM’s new “strategic development” focus encompassing performance management, organizational development, training, leadership development, and employee career development.

Mr. Sumser has served FGM for over twelve years in various capacities, including software engineer, software tester, and team lead for several different business units.
He successfully led FGM’s SWAT Team, responsible for quality assurance, testing, publications, network operations, and systems administration, and he also led FGM’s commercial web development business area.

Mr. Sumser has been involved in many formative activities at FGM, including the original design of FGM’s current performance management system and the company’s organizational redesign effort in 2003. As a senior manager within FGM, he has worked with corporate and team leaders on issues such as software process improvement, project management, personnel management and training, resource allocation, budgeting, and business development.

Prior to joining FGM, Mr. Sumser worked for the IBM Corporation where he was responsible for managing a group of systems analysts supporting data management operations at the CIA. Prior to his management assignment, he was technical lead for a classified software development program. Mr. Sumser’s first job was as a software developer for DBA Systems, Inc., a small software engineering company specializing in photogrammetry. At DBA, Mr. Sumser supported numerous NASA programs.

Mr. Sumser earned his BA degree in mathematics from the College of William and Mary in Virginia in 1980. In 1983, he completed his MS degree in computer science at the GWC Whiting School of Engineering, Johns Hopkins University.

Mr. Sumser is a 2004 graduate of Leadership Fairfax, Inc., and he holds a Senior Professional in Human Resources (SPHR) certification from the Society for Human Resource Management (SHRM). He serves on the board of directors for the Dulles SHRM chapter, is on the advisory board for the NOVA/Dulles SHRM peer mentoring program, and is a member of the advisory committee for the Northern Virginia Family Service (NVFS) CARE awards program.
