As an FGM founder and the Senior Vice President for Strategic Initiatives, Mr. Fortier is responsible for the technical vision and direction of the company, including future business, technology, and research and development
opportunities.

Mr. Fortier has over 20 years of experience in large-scale software development for C4I projects, including more than 7 years experience in the development of open systems. He was a member of the original Naval Command and Control System (NCCS) Ashore Architectural Committee, which developed the open systems development methodology, and he was the principal architect and lead engineer of the Operations Support System (OSS) the first successful implementation of the open systems methodology.

Mr. Fortier has been a key participant in numerous projects, including leading the FGM development team in all aspects of analysis, design, development, integration, and implementation of the Joint Maritime Command Information System (JMCIS), and Global Command and Control System (GCCS) application software. He was a member of the GCCS Architecture Working Group, whose charter was to determine the required functionality of the GCCS as well as evaluate COTS/GOTS applications for possible integration into the system.

Prior to founding FGM Mr. Fortier worked for SAIC as a technical director in the Command and Control (C2) division, where he led a 35-person engineering development team and support staff in all aspects of the design, development, integration, and implementation of OSS system software.

Mr. Fortier also worked as technical director for the Command & Control Division at Grumman-CTEC where he managed engineering staff and was responsible for the design of the Operations Support Group Prototype (OSGP), Fleet Command and Control Battle Management Plan (FCCBMP), Commanders Integrated Decision Support System (CIDSS), and a large portion of the Grumman C3I workstation.

Mr. Fortier received a B.S. in microbiology from the University of Connecticut in 1976, and an M.S. in microbiology from Catholic University in 1981. He is a member of the Armed Forces Communications and Electronics Association (AFCEA) and the National Defense Industrial Association.
